Swat 4 hacker Need Help fast

My clan is the best in Swat 4. We caught a hacker and banned him.

Problem is this somehow he crashes the server. Now he got ways to crash it without playing the game. We cannot do anything his trying to destroy our clan. he left us with this warning

Who I am is unimportant! What is important is that you banned the New Mexico Ranged IP'S, this is a bit of an... "Inconvenience" to me. You see, the New Mexico ranged IP'S were one of the few ISP'S I was able to use that had virtually 0 lag!
Don't get me wrong, the host in Texas is ok.. But those New Mexico ranged Ip's were super fast.
I leave you with this... Demand is what you call it I guess?
Unban the IP ranges from New Mexico or nobody plays on FAB.
Here are the ranges you will want to start unbanning.
76.113.143.12
There was another New Mexico range in the 60's numbers I believe it was in the 68# range.
I am serious, if my demands are not met by 9:30 pm, I will show you how serious I am.
9:30 PM is 2 hours and 30 minutes away in my time.
