You don't need to download the mineshafter proxy, just download the regular tekkit server.
Then go to server.properties and set online-mode=false

Ok, now when i enter the server it says im missing some mods. To be specific they are: compact solars 2.2/ tube stuff 48.2.1/ EE 1.4.5.1/ IC2 1.95/ IC2 Nuclear Control 1.1.6/ Ironchest 3.3/ ImmibisCore 48.2.1


EDIT: Actually it turns out I needed to use the recommended build, as it was updating mods past the versions that the server was using

You always need to use the recommended build if you want to play on multiplayer

Try to delete your .technicshafter and .technicshaftersquared directories and try again
