Delete the .dat file every time before you start Vindictus (in the same folder as PerX and VinPub). The .dat file is detected but the .dll is not.

No. Just a .cfg file with the two commands bound and vinpub93 injected.

If you make a bunch of accounts and get banned under one ip, they mark you and watch you.

You could try to proxy, but might be stuck playing legit for a while.
Unless you did something obviously stupid, or are ip-tagged (usually from multiple offenses), then you shouldn't get banned that quickly on a low level.
