Have you tried going into safe mode with internet? and download all the stuff you need like malwarebytes and AVG or w.e antivirus you use? then scan in safe mode and try it that way? if that doesn't work you need to reformat sadly
ok, in between my last anti virus and finding a new one, i've gotten one of those anti-virus viruses, you know, the ones that say, you've been infected and wont let you upload or even open task manager, what the hell can i do besides re-install, i have a ton of stuff on here and would hate to lose it. i tried d/l avg's free trail but this virus wont let it install. im pretty pissed off and im trying to keep a cool head, any advice would be great.

Those types of viruses usually white list a bunch of image names. Ones that you had running before you installed the virus. Thus you are very restricted with opening new applications. If the virus is a derp, the trick is to do this:
copy the taskmanager executable image from system32, paste it to your desktop, and rename it to some essential process's image name like explorer.exe.

thanks guys, but i went with the safe mode, and it stopped the virus long enough for me to install norton 360, which for some reason after going through a full scan, said that i had 5 trojons that had to be manually removed under the name system32.exe, and i couldnt do anything from that point, so i re-installed. i hope that the people who make those die horrible tragically painful deaths, like being doused in jet fuel and set ablaze. anyway, thanks for the responses

This is called a Trojan. Basically, it's a fake anti virus that claims to be a anti virus. When downloaded, it's pretty nasty. It blocks up your computer, doesn't allow you to install merely anything.
What you need to do is start your computer up in Safe Mode. You then need to install Malware Bytes (MBAM) and run a full scan on your computer. While this is going, try and see if you're able to uninstall the fake anti virus from your Control Panel. If not, hopefully, MBAM will pick it up. Once the full scan/quick scan is done, remove and quarantine any infections found. Restart your computer and start it up normally and see if the fake anti virus is on your computer.
