Instead of linking a credit card to your PayPal account, you can also link your bank account to it.
However, if you can't or don't want to add your bank account: you'll probably have to purchase a VCC (Virtual Credit Card) somewhere

You can do a sort of 'semi-verification' by linking a prepaid gift card to it. You can pick up one with a balance of $25 at a pharmacy store like rite aid, and even some gas stations.
