Donating gets you a few benefits and donator tag.
To be a minion you have to either talk to Dave about it, and usually there are applications that you sign up to see if you got it.

Grossly Incorrect, You become a minion by being very active in a section you are interested in and keep it active by supplying either constant information or by releasing your own Mods, Hacks or programs, although my case is different as I became the Minion of the console section first and then asked to assist Pie in this section.
