There can be many reasons for not working:

Your ISP is blocking port 80.
You didn't configure a port forwarding rule on your router, or configured it wrong.
A firewall within your network drops the traffic.
Your DVR is configured to not accept external IP addresses.

i restarted my router and it worked. @thunder
