The people that know how to change their rank with CE will release it when they want to.

not exp change, all you have to do is find the rank value, then lvl up and search for the next rank value, finding rank value is hard, alsi i only found like 4 low lvl value, but i got all high lvl, and as DEATHL said, there no point to release since this one work in capsule only, would need to do it ingame to make it work ingame, but need to find the low lvl value first
