Because the strongest people are already dead. And the people like naruto are only strong because of plot.

Its like ichigo. He beat aizen, but he's not really stronger than half the captains. Even more so with One piece, luffy isn't anywhere near whitebear or roger, but they are both dead.


Strength wise its somewhere like this:

2. Midara or Harashima
3. Minato
4. Itachi/other kage's.
5. Sasuke
6. Naruto.
7. Pein or Orochimaru.

Yes and no. I love Naruto as a character, don't take this as bashing in the slightest, but...a lot of his strength DOES come from Kurama. Minato did everything on his own. Plus Naruto is a lot younger and less experienced, he's not as proficient at using his abilities either. I guess my list would have to be re-done, I fucked up a lot of things, but yeah.

This is VERY true. Kurama is the only reason Naruto was able to beat: Haku, Orichimaru, Tendo Pain, and (my favorite) Neji. I probably missed some but off the top of my head these are what I can come up with.

*I'm thinking we should disqualify Madara because we haven't seen him fight (attack and defend himself-only attack)(And Kishimoto has said Madara as of now has no weakness in a interview, so for fun factor, I say we remove Madara)
*I'm basing the tournament of fighting skills, not popularity or personality.
*Your nominess must be seen fighting actually using ninja skills. So Sage of Six Paths, Shisui, and Izuna wouldn't count.
* And Nominees shouldn't be based of the Edo Tensei (If that's the only time we've seen them in action). So the third Raikage would be disqualified.
* Kabuto should be removed or if in a fight (one tournament round) not be allowed to use Edo Tensei.

/Thoughts

Madara has the perfect susanoo which counts as him defending attacks and the perfect susanoo which attacks aswell.
He also has the eternal mangekyou sharingan therefore making him even able to tame the 9 tails EVEN maybe the ten tails. For all who knows, Madara could be stronger than Rikudou Sennin in some parts.
