I'm pretty sure people having huge holes in their stomachs, being cut into 2 pieces, and pikes stuck through them, and having their whole entire arm missing is not "PG-13".

Listen, naruto is pg13 to the core. There isn't really an argument here. They didn't show any of the wounds being inflicted and just showed aftermath. Thats pg13.

Its like in tv where people get shot off camera, or a crime scene, or w/e. Its pg13, sorry.

You want to see R go check out some seinan. Shonen is forever pg13.
-And naruto is the most out of the 3. Bleach has some nice moments of violence sometimes, one piece has blood for most of the show, although the show itself isn't super realistic so its not as "graphic" as bleach, but it still outways naruto by a long shot.

I think Empire is right, you never actually see the blows themselves. Just the after effect/blood/gore/broken limbs.

I'm not much of a gore guy myself, i like story telling.

What about One Piece? I personally think that's more cartoony for it to count as more "violent".

Well one piece is rather "cartoony", there is:
-Whitebeard battle.
-CP9
-Zoro constantly dying(lol)

And for a general sense, there is just a lot more blood in one piece. There is of course cannon fodder dying ALL the time, whitebeard/ace, and the prison arc. But the battles always result in some damage. There is often times of people losing limbs and such.

I'd say one piece would be about even with naruto, especially if you include ace. Naruto may be a tad more serious(lol, right), but its consistent with its barriers.

Take the kage fight. Will we ever really see what happened? Nope. Its just......gah, its like kishi loves to fill panels with boring "we know already" or "cannon fodder fight #3", but when a REAL fight comes up, he just skips it.

I like explanations, but halfway through a fight is the worse time.
