Guys, I'm new here and I don't know much about hack.
Help me on this please
What does Portable CE means?
erm, is Portable CE like dll? some kind of cheat engine?
Is Portable CE for AVA same like Portable CE of Sudden Attack?
Is it Portable CE for a game can be used on other games without getting detected?

please help me on this and forgive me if I asked a stupid question.
I really don't know about hack ..

Portable CE - Portable Cheat Engine (No install required to use). Cheat Engine is in fact used for many other games, but I can't confirm if it's undetected or not. Also, this thread should be posted in the discussions section.

I don't know the rules...

erm, if I use dll, I just have to inject the dll into game, then I can just shoot those enemy.
But if I use CE, i bypassed the game, then what?
I need what to see those enemy in game and shoot them?
A d3d menu?

You need to inject it into the game.
CE you need to change some values. If it has a built in pointer then you can just press a button then you can start hacking.
