Actually, I myself am capable of taking down large Minecraft servers. Ever heard of LegendaryCraft? Google it. Long history with them.

Next time learn to secure your computer and server (eg. use a Bukkit server with PermissionsBukkit or PermissionsEx along side AntiCheat). Also, it seems that the IP is located in Germany and is still up according to MailRadar (it's responding to ping). If he managed to find your password, your computer is probably compromised and has malware on it.

You should probably scan your computer with an up to date anti-virus and also give it a scan with Malwarebytes Anti-Malware which can detect DarkComet and other RAT software that you might be infected with.

Finally, I don't really advocate DDOSing, SYN flooding or anything of that nature. To be honest, you're probably just as bad as the person who hacked you by doing that.

Guy took my accounts changed all the password then had a screen chat thing pop on my screen and he started talking to me then he turned my webcam on and then gave me my accounts back..

pretty nice guy.
