560 GTX? Doubt you're having lag on gta because of that.
It is most likely your CPU. Save up your money or try OCing it, without knowing the exact name of your cpu/mobo I couldn't recommend a maximum clock or even if your mobo supports ocing.

currently i have good gpu gtx560 but a low end cpu x2 250
i have lagg on gta4
it is better to oc and does it helps on higher perfomance
or should change it?
if i will change it what should i do
cuz i have mo moni for the moment
or save few money and get a better cpu cooler and oc it to 4ghz
cpu is problem not only for gta 4 but for many games even dota
my mobo is asrock n68-s3 ucc and amd x2 250

The other looks discontinued, lately cpu manufacturers have been creating pretty decent cpu coolers, so I would go with that until there is a reason to get another cooler (over clocking)
