COMBAT ARMS low fps/good pc

Hello i have a serious problem with FPS.
my PC specs are:
intel core I5
ATI RADEON 5850 HD
8 GIGA RAM
whene im in a room with 10-16 players in some places i have 39 fps and i cant kill like that everything is slow

my friend pc specs are:
intel core I5
ATI RADEON 4850 HD
2 GIGA RAM
in places that i have 39 FPS he got 60 HOW?!?!?!

somone can help me please?

Make sure you close out of programs like steam that use Internet. It helps me and use game booster

Check your settings in-game, change it to low settings and it may help.

Trying using programs like CCleaner or defrag your comp.

Defrag; Gameboost; CCleaner; Low settings; I usually get 20-50 Frames and I can do just fine.

but he playing with the same settings as mine:
1920x1080
and everything except bloom is ON
and i tried to play on low settings and i still have FPS drops

Razer game booster + defrag ~_~

Download Adavance system care pro, defrag and use the game booster in it. Also in Combat Arms click on default in your settings and see if that helps, sorry but I don't think there is anything else you can do.
