dll-files is the best.
I need a certain .dll file to run a game (dxgi.dll to be exact)
the game says my graphics card is literally 1 version too old to be supported, but im determined to prove them wrong
Anyway, whats a secure site to download .dll files?
The ones google gives me do not look safe at all (need to download a .exe "installer" )

yeah. it might be an exe for like a self extractor or something. But I've got some dll files from there too.
After the installation has finished the Fixer will automatically launch (this may take a few minutes if you have an older computer). If you have any security software running on your computer (Comodo, ESET, Norton etc.), you may get warnings saying that DLL-files Fixer is trying to connect to internet and/or make changes to your computer. This is because the Fixer needs to contact our server to download the correct dxgi.dll file, install it in the Windows system folder and then make changes to the Windows Registry. You should allow the Fixer to make these changes, otherwise your problem may not be solved.
Suspicious as fuck
When the Fixer has installedYou think they would catch typos ?dxgi.dll on your computer, hopefully, your errors relating todxgi.dll will be gone! You will be given the option to scan your computer for more errros. We encourage you to do so. The trial version of the Fixer will fix up to 15 additional errors it encounters. You can later upgrade to the full version for only $29.95 to get unlimited error fixing and DLL-file downloads.

DirectX Web Installer. DXGI = DirectX Graphics Infrastructure.

Tried that yet? Delete the one you downloaded before installing. Also what OS are you using? dxgi.dll errors are normally associated with DirectX 10 or 11 games that are run on XP which is why downloading DLLs won't do crap... If you have Vista, make sure to update to the latest Service Pack.

im already supposted to download an "update" for the game that includes the DLCs and possibly an error fix, but its going to take an hour and if the game isnt going to run anyway im not going to bother
I have a sneaking suspicion it has to do with my Graphics card being a ATI Radeon 2600 series, and the Minimum specs says Radeon 3000+
But it is a good excuse to search for updates to windows and various drivers

You didn't tell me what OS you have. Also, ATI Radeon HD2600 supports DirectX10 where ATI HD3000 and above supports DirectX10.1.
Direct3D 10.1 is an incremental update of Direct3D 10.0 which shipped with, and required, Windows Vista Service Pack 1. Direct3D 10.1 still fully supports Direct3D 10 hardware, but in order to utilize all of the new features, updated hardware is required.

As long as you have good antivirus software you shouldn't have a problem
