I'm pretty sure this IS impossible to do. The only ones you'll find are viruses.

Item generators are IMPOSSIBLE to make. Anyone who says there is a working one is wrong. Atleast for now, there is no item generator. Item's are sever sided, which make it nearly impossible to hack. We'd probably only get one if someone that works for Valve released it, or a big-time hacker made something and wasn't afraid of possibly going to prison for it.

Let me straighten things out TF2 Item system is Server Sided What this mean's the only way to hack it is to be in steam or be a godly hacker but those are very rare.
