Creating a APB Hack

Okay so I just got into C++, and trust me I don't think that creating a hack is't something that takes 1 hour, but I want to get some things cleared out.

1. Do I only need a Vtable and SDK to start making a hack for apb? I have seen some wallhack codes on the forums which is the only thing I want to make and I saw that a comment saying that you only need a Vtable and SDK to get on, which I have.

2. Do compiling mean making the code to a .dll file?

I have been working with .pwn for a while so I'm not a beginner when it comes making things with codes.
