I don't get it at all, what does the word winter mean? Does it mean a big snowstorm that left people digging out snow on the highway so they can get home? or does it mean regular winter with a few cm of snow every now and then? Because I'd be befuddled if it wasn't the second one.

Actual winter means a bout of snow every few days. Over here, I get about 6 inches every week or so.
