VAC is a fully automated service. People can't just record you and send the recorded material to Valve.
Valve has no employees that regularly check if people are cheating (Treyarch however do have for Black Ops 2).
With that said you could have used the most insane aimbot in the world and kill every single person on the map in 3 seconds and even though it's really obvious that you are cheating you will not get banned if the cheat is able to bypass VAC somehow.

I have probably been reported 200 times by random people and I still haven't been banned (In MW2/MW3).

Also VAC has a delayed banning system, so getting banned might take up to a month or more.
