once you run like linux or something u can reformat it to ntfs

Also one more thing, if i delete my partion on HDD when i go to WINDOWS 8 installer can i recreate it as NTFS

Why do you need an NFTS HDD?

you can't format from boot up you need to run an OS or something or DOS and then you can format it

Although if you're installing windows or something, you can choose to format the hard drive before you install and it'll do it all for you.
