    Post some more info about the server and you might attract some players.
    Don't promote random people nor do take money for admin/mod etc
    I know that it is essential to get some money to keep the server running, but you should make it more balanced.
    Like donators get some special tag, can have more residences, have access to a creative world (but can't take items to the survival map), have login priority when the server is full, etc
