Its illegal yes. You would need a special webbrowser which makes you "anonymous". Use Tor.

I myself will never go on the Deep web.

The most common method is through TOR, which has a built in proxy.

Well depends what your browsing for. But think about the type of stuff that is there. Pretty sure to even access the content you have to be on Tor.
