So if i'm vac banned from BO2, I would have to buy an entirely new copy of the game? Is there any other way to get the game back with multiplayer for free?

That's true
. But atleast not for so big price like on Steam .
You can get it for ~24€(or 21.5€ if you're in Guild Arena) on go2arena that is pretty good price opposing to Steam's 60€.
It is Polish, but everything works fine.
