it says it dosent allow me to add TNT hacks because i need to contact an adminstarator, im running perx as the adminstrator...

SP: Not sure
CA Settings: Compatibility tried at windows 95 and windows 7 (normal) and I ran it as admin.
Error Message: No message

When I get into CA, I press insert but no menu appears.

You need to turn off your anti virus, if you're using AVG you can go into resident shield and make an exception path.
