[Rank Suggestion] Spammer

A rank called spammer that we put on people who hardly contribute and just spam.
They would have a 1-2 minute gap in between posts and can only post a few times a day or something.
Just an idea, sorry if it is already posted. @Dave84311

Keep in mind, it would be a pain to give it to members. Trying to find who spams and doesn't contribute etc...
