the cloack give you

Cooldown: 6.5 seconds
Stat Bonus: +5 SPD, +4 DEX, +2 VIT, +2 WIS
Fame Bonus: 4%

And the dex pot is a potion you drink and give you +1 dexterity permanently in your stats
