Will GTA 5 come to PC?

It's a bit strange, I'm confused.
Why am I confused? :

1. GTA games and other games from rockstar has always come to PC, And now, For GTA 5, It wont

2. On a Swedish website, Called CDON, You can pre-order GTA 5 to PC. I really wonder what those people will get, Cuz everyone says that it won't come to PC.

Max Payne was ported really well, just the launcher was doggy doo.
