It's a survival knife. (look on the first page, that one) I heard it's suppose to be at a 23 degree angle, but no idea how to get that angle.

All knives have different edges. I would get a few shitty knives and just practice sharpening them so you get a feel for what angle you need.
I can pretty much eye ball what angle I need now because I've been using knives in kitchens and outside of them for years now.

Kitchen knives ~17°, <20°
Utility knives ~20°
Heavy duty knives ~25°

Like I said, I can eyeball the edges and tell which angle I need to be at.
