(Suggestion) Reduce the amount of posts required to PM

I think the amount of posts required to send a PM should be reduced as 20 is too big and i think it should be 10 or 5 posts.

Regardless, limits like these are fairly strict since we don't want to encourage spamming ...

And it's not that hard to get 20 posts. Just make good on topic posts in 20 different threads.
