Alright, is one or the other.
Get the Galaxy S4 it's good... iOS is shit, it may 'look better" to you but trust me on this, Android is a lot better and in fact looks nice on that Samsung S3/S4. Don't try and change/fix something that isn't broken and already good.

If you absolutely want the iOS just get an iPhone. It's stupid and pointless to put an OS on a phone that it really doesn't belong on.

Yes, androids tend to have some problems here and there that iOS doesn't. But, Android will be coming out with there new OS around October this year and it really makes things nicer. If you like iOS then get and iPhone. If you like Android get a Android.

If you choose the Android, I'd wait for the new OS to come out. It will be on the Galaxy Note III I believe, which is a really nice piece of technology!
