I have some of the items you mentioned above, I quit Combat Arms and I play LoL, so I joined this site looking to sell my account.
I don't have Max speed, but pretty darn close.
Permanent Classic Mei (+10% speed)
Permanent Prankster Bandana (+3% speed, +10% sprint)
Permanent Elite 4th Anniversary Cap (+7%)

I have a bunch of permanent weapons, but I'm assuming the only one you'd be interested in is the permanent G36 Autumn Valk. I've also got a permanent L96A1 Arctic Wolf, and I can list the rest if you are interested.

Forgot to mention it's a Major 4 with 13% and 1.00 KDR
