No, its a combination of government and society. Since Africa is just a cluster fuck of countries they don't all practice the same government type. The governments that I know of inside Africa's many countries is monarchy, authoritarian, regimes, flawed democracies, and democracies. With this in mind the villages that fall under each of these governments should have been working together in effort to work on any issues (food and healthy drinking water being the main ones) and try to resolve. But instead they decided to be fucking retarded and have Civil Wars out the ass and it fucked everything. This makes it not only the governments fault, but also the peoples fault for being rioting ass wipes.
