Such exaggerated numbers, if you really think NINETY PERCENT of the players hack, then you are the problem.
You just suck and cry "HCK" every time someone kills you.

I play at an above average level now, I used to be competitive, and I always get called hacks. LITERALLY, I quit for months, came back, and was still a "hac.ker" in everyone's eyes.

When I play (I played today and yesterday), I only see ONE hacker in like 4-8 games. It is not NEARLY as close to 100% as you think.

I'd say that 15% of the crossfire community hacks, but because one hacker ruins the game and your mood, you feel like it's a bigger value than it really is.
