Trying to think of an old old movie

This movie is quite old, so i don't know if you youngins will remember but i believe this is how it goes

it was a group of friends maybe the ages of 10 and one of the boys left for a while and came back when he was probably 16 or 17 years old, and started stealing and getting into lots of trouble and his friends tried to help him out but really couldn't

Wasnt the mafia, the kid joined a gang and was hanging around the wrong croud, i seen it probably back in 1999 or early 2000
i was a little kid.. All "Greaser" style if you understand what that means.
