Well most notebooks are windows 8 now and come full HD so that not an issue. Dual graphics in a laptop, good luck! Everything else is a given!

This has everything you need plus a whole bunch of cash saved! $3,000 is very excessive to spend on a laptop unless you're paying for the brand (ie: Alienware)

    Newegg.com - ASUS G75 Series G750JX-DB71 Intel Core i7 4700HQ(2.40GHz) 16GB Memory 1TB HDD 256GB SSD 17.3" Notebook Windows 8 64-Bit

Unless you want a 15" Notebook then I can search for a new one for you.

VRam only increases with how much physical RAM you have Automatically (Can be adjusted manually but not recommended) and I think 16GB RAM is the max a notebook can take at the moment. Also this processor has a Turbo Boost frequency of up to 3.4Ghz.
