Any skid can detour RunConsoleCommand, but detouring ConCommand is much more difficult. Before any of you retards make a dumb-ass remark, I'm talking about ply:ConCommand on the server. I'm not talking about LocalPlayer():ConCommand. It simulates you typing the command in you console. In other words, you actually have to reverse how the engine handles NET_StringCmd. FCVAR_SERVER_CAN_EXECUTE gave it away.
