This is due to your graphics card or processor(mainly the processor), I have a Nvidia Gforce GTX550 Ti minimum with OverClocked I5 and pulls me borderless window as well as on normal screen (complete), the only problem my graphic is somewhat outdated for new games and I have to put in low graphics - medium.
