It's because pretty much everything is server sided or that's what I assume.
How constricted is the concept of league of legends hacking?
In other games there are hacks with the concept of giving you an extreme upper hand in the game, Ex. Aimbots, Wall Hacks. I understand those are done with .dll injectable files, but what has constricted our hacks to account creators and bots for leveling, and champion pickers?
The most I am able to use is Xzone Reactor vip.
Thoughts on this?

If you can decrypt packets and moodify them then send them back to alter your champions cooldowns gold and such then it's not constricted at all.Takes time to decrypt packets and also they change the packets every single update.

Because no one wants to let everyone get to Diamond rank.
In games like Call of Duty or Battlefield, leveling up/stats doesn't mean shit.
In League of Legends, ranking up in tiers means everything.
Just get better at this game, scrub.
The issue is that its not 100% server sided, the real problem is how fast LoL updates it's game.
Also most people don't want to be taken to court by Riot.
Wouldn't work, Riot can already tell what packets are real or fake, all you would be doing is holding up a giant sign
saying: "Hey! I am a hacker, come arrest me..."

You can already modify the masteries and champion launcher packets but not sure about ingame packets since i haven't had the time to decompile the game. You can also make the packets go trough your own servers into riots and then it would work and riot could only shut it down if the program got leaked. Also the dude that made a launcher that makes you take any free champions and have 90 masteries didn't go to court but was only forced to shutdown his servers.

That is cause they gave the guy a choice to shutdown it down or they would bring him to court.
Most of the old ways even the way the guy did was patched and fixed.
There might be some ways, but it still is a little hard to find the right way, even if you did Riot would just fix it.

No. The companies don't really patch those, they have their anti-cheat.
Unlike Riot, they don't use an anti-cheat system....
Both CA and COD are both fps and if they were smart they would make most of their stuff server sided which they don't.
Most COD games are run from a dedicated server than anything else, and Nexon is just shit.

Anticheat system detects if there are presences of hacks being injected into the game.
The companies do patch out the hacks by modifying the addresses which has their own separate functions.
There's a difference between detection (anti-cheat) and patching.
Combat Arms is server sided for many years now, it's not 2008 when the game first game out.
Really, I never knew, for me being here for over 3 years....
You still have no clue do you?
Nexon nor does the COD staff mostly ever (They do, but very little) do any type of patches for hacks, why would they if they have a anti-cheat system.
Nexon does updates ever so 6 months, COD does it about 1 month, on the other hand Riot does it every week.

When does this determine when legalities come afoot, as well as how far can they go to find you?
Ex. If SWIM has a VPN
They gave him a choice because he shared it online otherwise they would not know about him hacking or his servers and about 5 people already remade his client and it was not patched in any way.The only way riot can "patch it" is by forcing them to shut it down, which is hard if they can't even tell if someone is hacking unless a public version is released which they can decompile to find the server location.
