Nope, only takes a lot of luck lol. Got mine last spin as did my two clanmates that have it, so your chances aren't the best but go for it since Megas are the best way to spend AP atm.

Hk is pretty bad, but Peony isn't the worst gun, it's actually quite good. Worst two imo are the SV and the Hk417.
