Whoever told you that is stupid. System32 is your OS cache. Not the actual OS itself. Whilst you can clear Google Chrome's cache you cant clear system cache without deleting System32.

If that doesn't work or it won't let you delete that you can try deleting C:\Windows\Boot. That way the next time you boot it will wipe all software cache, it will be as if you uninstalled and then reinstalled everything.
