And to answer op's question i would first like to ask what you plan to do with it?
Do you feel that you current cpu isn't fast enough? Because your cpu should hold up very well with most current gen games unless you plan to crossfire/sli which in that case the amd won't be enough either.
So before we answer your question op. What do you plan to do?

well right now, i got i5 3470 3.2ghz. and i lag while streaming... i got a gtx 760 2gb OC still lag.
im thinking to pay $299 for a new AMD CPU BELOW.

If you're video processing, stick with Intel. If you're gaming, then AMD may be the better choice. Either way it would be an upgrade, though.
Be mindful that those AMD CPUs when oc'd (often automatically oc'd to some degree by the mobo) can hit close to 200W, where your current CPU is stock at 77W, and might get up to 85-100W if your mobo oc's it. So you'll need to make sure: 1) your power supply can handle the new load, approximately 50-100W higher than your current load; 2) your case has good circulation and/or you have a good heatsink on it so it and your other parts, like your vid card, aren't overheated. Most likely the power issue will be ok unless you bought a cheap pre-built that comes with a PSU barely able to push the initial required load, but it's wise to double check each rail's capability on your PSU. All in all though, I'd probably recommend Intel, as right now they generally have the best per-dollar value chips and potentially could reduce your electricity bill by $50-100 per year if you game a lot and leave your computer on 24/7. If you don't pay for your own electricity, maybe you could "encourage" your parents to financially help out with the energy saving Intel CPU and get a i7 4770k instead
