Depends. Takes me like 15 seconds. When I plug it back in it's changed. However I prefer to go the extra mile and spoof my MAC address as well.
Can't you just reset you router? thats what i did and my ip changes but i have reset it like 2 times to get it to change... kinda weird but it works for me somehow lol

that is the most basic thing anybody has ever said...but i have to disagree with you on this.. you see when your ISP identifies your IP address they have your records (bills paid and all thatt) so when they get a different IP address trying to connect to their servers which is apparently for no reason.. they scan other things about your IP address and try to link it with how you got their server address.. and when they identify your matching street addresses they identify you as "whatever" IP address you were using and switch whatever one you're connecting with, to the IP they have for you

That only works with Dynamic IP's, not for static IP's.
My IP wont change no matter if I scream, cry, kick or punch at my router.... my ISP gives static IP's to all its customers.
