You seriously dont know what this is? This is a bong, you use it to smoke weed.
Place the weed on the removable part, fill the long tube with filter (usually water, but wine and other things are good too), lit the weed while pushing the fumes without inhaling them, so they get filtered on the bong chamber with teh liquid, remove the removable part, and inhale the fumes on the bong chamber.

Easy and pretty easier to get high. No other shit n the middle like tobacco.
This is one of the best way to smoke weed IMO.
