FPS PROBLEMS

Recently I bought a new video card, but nothing changed.
My specs are: CPU: 965 BE 4 CORE 3.7 GHZ OC
GPU: R9 270X DIRECTCU2 TOP
RAM: 8GB 1600 MHZ KINGSTON HYPERX
MOBO: ASUS M4GTD89 or something like that...
OS: WINDOWS 8.1 PRO
AND I DONT PLAY ON FULL HD I PLAY ON HD!!!!!!!!!!!
1280x720? WTF? WHY CANT I RUN THIS FUCKING GAME ON ULTRA???
Should I do a clean install of the os? Or what? +another problem is that I cant install a new os anymore. and i cant use the BIOS of motherboard properly because the ascpect ratio is fucked up and I only see the half of the BIOS.
IF someone finds a solution for this I will love him forever.

Your GPU is just powerful enough for Ultra, so you're good there. The problem is that Battlefield 4 is a lot more CPU dependant than previous BF games, and your current processor is just a tad underpowered to Max it out.

Also, the BIOS aspect problem is pretty much unfixable, and the only thing you can do is to try it on another monitor. Had the same problem myself a few years ago, but unfortunately Windows BIOS is absolutely resolution locked, and there's nothing that can be done computer-ended to fix the scaling.

But with my previous video card (5770 HAWK) the scaling was good so I dont understand... -.-
