I'm confused with Amazon?

I was just checking the shipping price and how buying stuff from amazon would work out since I never bought anything from there.

I placed an order on a bag, with only 0.15c on my Prepaid visa card and it popped up this. (Sorry if you find it stupid that I blurred out the order number, I don't really know what that is for)

And then I went on my gmail since they said they gave me a confirmation letter.

So what is going to happen? I'm confused, do you pay straight away or when the item is shipped?

You don't pay straight away, someone has to check the payment and then it goes in a dispatching mode and then it gets shipped, it wont go through, sorry op

I had a confirmation letter saying that I recieved a refund on paypal, however it's been 2 business days and I still can't see anything on my card.
