i had the same problem.. i made a new acct befor the update so i think its not for new ones

u can get the db for 7 days as a type of free-trial...and i think only acc's made BEFORE the update will have this...since most new-comers arent really planin on spendin money on promo codes to get them when they are testin the game to see if they like it or not, and the db wouldnt be really a big suprise for them....
