well back when hacking was at an all time high (october 2008 - January 2009) has were made in no more then 2-3 weeks from a patch, but then people started getting sued, and not many people were willing to buy VIP. so they gave up.

wait atleast 1 month after a patch to get a cheap pub.

Depeds on how your making it. If you making a simple server hack(get into elite/grunt servers), you could do that in 10-20 minutes witha bypass and CE.

If you mean chams, .dll's and anything else made in REAL code, it can take days or weeks.
