Accelerating in these car thingies makes it slide and that's what happened, he didn't purposely mean to hit him. He intended to scare him by revving but obviously didn't think of the effect.

does look like he did a little swerve right before he hits him, but it could also be from after actually hitting him, hard to tell cuz the low quality and the camera moving around
but if i had to guess, i'd say tony is innocent and the guy hit was a dumb bitch
