    There are a few different betting sites that do it.
    Basically you drop a few skins/keys/items into the pot (which is just a holding account set up by the site), which acts as your bet on who you think the winner of a professional match will be. If you choose correctly, you win a portion of the pot, and the more unlikely the win the bigger payback you'll get.

    So let's say you bet an item with a Marketplace value of $.50, on an underdog team with a payout of 2:1.
    Your team wins, so therefore you win items with a total value of $1.
