Just disable any anti-virus programs that you may have temporarily That's what I had to do, anyway.

Download EVERYTHING in the txt file. Everything. Extract the application from the RAR to your desktop, click it once so it highlights, then right click it, click properties, go to the tab on the top that say's "compatibility", look towards the bottom, find "Run this program as an administrator", check that box, click apply, click ok. Double click the application on your desktop. It should now start. You have to start most hacks as an administrator. Alternatively, you can highlight it, right click it, then click "Run as administrator" and after the dialogue it should start, but if you do it this way, everytime you start this application you will have to highlight it, right click it, then click run as administrator.
I have 8.1 64Bit, after following these steps it launches, but I had to download everything in the txt file.
